Since 1963, VIA has been dedicated to increasing understanding between the United States and Asia through public service and programs promoting cross-cultural education. We provide people from the U.S. (between the ages of 18 and 75) volunteer opportunities and fellowships in China, Vietnam, Indonesia, Myanmar, Laos, Cambodia, and Thailand, where volunteers may teach English or work with a local non-profit. On the U.S. side, we bring Asian students from top universities in Japan, Taiwan, Korea and China to Stanford where they learn about American culture, public service, and health care. So the exchange comes full circle.
Senior Asia Programs Director
Position Summary:
Reporting to the VIA Executive Director, the Senior Asia Programs
Director is responsible for leading the Asia Programs Directors in the
development of VIA's initiatives and coordination of its programs in
the Asia Region. The goal of the position is to provide programmatic
and operational leadership, coordination, and oversight in developing
and implementing programs in Asia that are in line with approved
strategic initiatives.
Responsibilities and Tasks:
1. Program Planning (40 % of Time)

Lead and coordinate the Asia Programs annual planning process.
Work closely with Asia Program Directors to develop country plans,
short term and long term program strategies, and objectives for each
country that are in line with VIA's strategic plan and overall mission.
- Lead a comprehensive program review of each Asia Programs country program every six months
- Work with the Asia Programs Directors in identifying and
approaching appropriate regional development networks and forums to
promote VIA's programs.
2. Program Operational Support (40 % of Time)
- Manage staff in multiple locations in Asia and in US to enable creation of shared vision and understanding of Asia programs.
- In coordination with Asia Programs Directors, Finance Director and
Executive Director, facilitate development of, review and adherence to
Asia Programs policies and the creation of a handbook for volunteers
and Asia Programs staff relating to financial management, human
resources, communications, safety and security, gender, and child
protection.
- In conjunction with Asia Program Directors, coordinate and lead
the development of a nationwide strategy for recruitment of Asia
Programs volunteers.
- Work with the Asia Program Directors and the Senior Stanford
Programs Director in determining program staffing needs and developing
solutions.
- Lead in the recruitment and orientation of new Program staff, including consultants.
- Develop and implement mechanisms for retaining institutional
memory of Asia Programs, including contacts, background and history, to
ensure continuity within programs during transition phases.
- Conduct annual reviews of Program Directors with volunteer input and in conjunction with the Executive Director.
3. Fund-Raising (10 % of Time)
- Work in conjunction with Asia Program Directors to strengthen the
Asia Program's relationships with key current and future donors.
- Lead the development and production of high-quality country
reports detailing information on volunteers, partners and program
results.
- Develop and cultivate relationships with potential new donors,
including individuals, foundations, corporations and INGOs operating in
Asia.
- In conjunction with the Executive Director and Asia Programs
Director, lead the process of developing new and renewal funding
proposals and otherwise securing additional sources of funding for the
Asia Programs.
- Review all Asia Programs budgets, contracts and agreements.
- Support Executive Director in development of new funding proposals.
- Together with the Finance Director and Asia Programs Directors,
monitor all Asia Programs budgets and work plans to ensure expenditures
and activities are within project scope, budget, and time lines.
- Ensure compliance with donor reporting requirements outlined in agreements with funders.
4. Program Development (10 % of Time)

Assist in the development of new program areas, monitor project
start up activities, secure new partners, and further develop
relationships with existing partners in line with strategic directions.
- Work with Asia Programs to provide technical guidance and training
on overall project management, partnership management, resource
mobilization, and capacity building.
- Lead in the design and implementation of appropriate and effective Monitoring and Evaluation tools.
- Provide oversight to Asia Programs trainings, including delegating
tasks to PDs, evaluating training, and
improving/reviewing/standardizing training content and activities.
Coordinate and participate in volunteer training in San Francisco, and
as necessary in Asia, to ensure program depth and training content are
aligned with field needs.
- Update the Board Program Committee and full Board, as necessary, on Asia Programs successes, challenges and developments.
- Work with Senior Stanford Programs Director and Program staff in
developing Asia Programs/Stanford Programs collaboration in programming
and recruitment.
Essential qualifications and experience:
- Strong leadership/management and communication skills
- Bachelor's degree and a minimum of 5 years program management experience in nonprofits of similar scope and size
- Experience coordinating staff and programs in multiple locations
- Experience managing volunteer programs
- Demonstrated commitment to VIA' s mission of expanding global
cooperation and understanding with Asia. Cross cultural experience in
Asia required
- Ability to conceptualize, communicate and lead Program staff toward a shared vision
- Ability to juggle and prioritize multiple projects in a rapidly changing environment
- Familiarity with both Apple and Windows operating systems and Salesforce preferred
- Current passport and willingness to travel up to three months a year in Asia and US
- Legal right to work in the United States
- Willingness to work long hours

Mainland Southeast Asia Program Director
Position Summary:
Primary duty is oversight of VIA's long-term and summer volunteer programs and partnerships in mainland Southeast Asia, including the countries of Cambodia, Laos, Myanmar, Thailand, and Vietnam. Other duties include maintaining the VIA office in Phnom Penh and ongoing organization-wide projects and Asia Programs policy. The Mainland Southeast Asia PD works in close cooperation with the Senior Asia Programs Director, two other Program Directors, the Finance Director, and the Executive Director all of whom are based in VIA's main office in San Francisco. The Mainland Southeast Asia PD oversees approximately 30 long-term volunteers per year as well as Summer Program Coordinators and Country Representatives in Vietnam and Thailand.
Responsibilities and Tasks:
1. Program Management and Development
- Work with Executive Director, Senior Asia Program, and Program Directors in development of regional program strategy, evolving from VIA Strategic Plan 2011-2014
- Work with Country Representatives to identify, investigate and facilitate VIA's partnerships and projects (with host institutions, funding organizations, and relevant government entities) in Mainland Southeast Asia, including regular visits to VIA's partner organizations
- Write and negotiate contracts and MOUs with host institutions and other partners
- Conduct ongoing program development and evaluation and take a leading role in strategic planning for the Mainland Southeast Asia region
- Work with the Executive Director and Country Representatives to prepare program grant reports and proposals for Mainland Southeast Asia
- Cultivate relationships with Asia-based donors and funding organizations
- Keep abreast of relevant changes, news, and issues in Mainland Southeast Asia
2. Relationship Building and Mentorship
- Create job descriptions, hiring criteria, and an annual evaluation system for Country Representatives in Mainland Southeast Asia
- Provide ongoing training, support and mentorship to Country Representatives, volunteers and partners, particularly to volunteers in countries where VIA has yet to hire a country representative
- Facilitate volunteer communication through monthly program updates
- Facilitate annual mid-year volunteer gatherings for the purposes of volunteer support and discussion of program direction
3. Field Operations Management
- Prepare and maintain financial accounting of the program budgets
- Provide regular updates to Senior Asia Programs Director and Executive Director
- Maintain administrative records for all volunteers and partners, and provide support for administrative tasks such as visas and work permits when applicable
- Write content for program-specific web pages and provide program-specific content for organization-wide publications
- Work with home office in responding to emergency situations, updating emergency policies, and providing conflict management
4. Volunteer Recruitment and Training
- Collaborate with other Asia Programs staff on recruitment and outreach strategy
- Review applications, conduct interviews, and select volunteers in collaboration with home office staff
- Help organize and conduct program area-specific and general training at VIA Spring Orientation in California
- Oversee logistical arrangements and planning for TESOL, English Resource and cross-cultural training for all long-term volunteers in Mainland Southeast Asia, including direct coordination of all Cambodia-based training
- Support Country Representatives in updating and coordinating training materials for new summer and long-term volunteers
Qualifications:
Required:
- Dedication to VIA's mission of cross-cultural service and volunteerism
- Experience working and living in Mainland Southeast Asia
- Demonstrated project management and leadership skills
- Demonstrated ability to multi-task and prioritize projects with minimal supervision or oversight
- Demonstrated interpersonal and cross-cultural skills including the ability to strengthen collaborative relationships with sensitivity to cultural, ethnic, social and political issues
- Excellent oral and written communication skills in English
- Ability and willingness to travel on short notice
- Legal right to work in the United States
Desirable:
- Proficiency in one or more languages of Mainland Southeast Asia
- Strong computer skills and familiarity with Microsoft Word, Excel, Adobe Indesign, Salesforce.com database system, and Joomla
- Experience in cross-cultural training and/or facilitation
- Experience participating in and/or managing cross-cultural exchange/volunteer programs
- Experience developing project proposals, plans, budgets and evaluation tools
Salary and Benefits:
The Mainland Southeast Asia Program Director maintains a home office in Phnom Penh, Cambodia. This exempt, salaried position will require some evening or weekend work, along with 8 - 10 weeks of travel throughout Mainland Southeast Asia and one or two trips to VIA's home office per year.
- Starting Salary - $24,000
- Field Office allowance - $400/month
